[Demo] Department agents publish website news through MCP

A demo article: a department agent reads the publishing rules, checks the draft, gets a preview, and publishes after the author confirms.

How it works

The agent calls get_rules to read the publishing rules and restricted terms maintained by Dept. E.
The agent calls check_news. The system checks format and content, then saves a draft with a preview link.
After the author confirms the preview, the agent calls publish_news and the article goes live on the website.

This is a demo article for phase 0 and will be removed before launch. Pages are server-rendered with structured data, and the sitemap and llms.txt update on publish.
